Iiwas ang mga kabataan sa droga, sa mga kaguluhan at iba pang masasamang bisyo upang maging panatag ang kaisipan ng mamamayan at tahimik ang pamumuhay ng mga kabarangay. Panatilihing malinis at maayos ang kapaligiran upang maiwasan ang mga sakit na sanhi ng madumi at magulong kapaligiran. At maging komportable ang mga naninirahan sa pamayanan. Mapaunlad pa lalo ang negosyo, pangkalakalan at turismo, mabigyan ng tamang edukasyon sa Barangay upang magkaroon ng hanapbuhay ang mga mamamayan. Mapalawak pa ang pananampalataya at pagkakaunawaan sa bawat mamamayan ng Barangay Zone II.
Ang Barangay Zone II ang may pinakamagandang Barangay, malinis na kapaligiran, tahimik at maunlad na pamayanan sa negosyo at pangkalakalan, maayos ang kalusugan at edukasyon at nagkakaisang mamamayan sa pananampalataya at pagkakaunawaan sa bawat isa.
It is divided into four (4) Sitios; bounded by Barangay Wawa on the Northeast, Barangay Marfrancisco on the South, Zone IV and Barangay Cacawan on the Northwest, Barangay Zone III on the Southwest, Barangay Zone I on the Southeast. Zone II covers a total taxable area of 17.2999 hectares of land. It is basically commercial with numbers of business establishment located in the area. As any barangay in the Poblacion, it is supplied by ORMECO for electricity and by Pinamalayan Water District for water. The barangay has two (2) private schools (EMITS and IHMA). Eastern Mindoro Institute of Technology and Sciences (EMITS) accommodates college, vocational, and high school students, and elementary pupils. On the other hand Immaculate Heart of Mary Academy (IHMA) caters only high school students. It is in the barangay where the Municipal Public Market and the Parish Church is located. Based on the official NSO result in 2007, Zone II has a total of 473 households and 1,885 populations of which 931 are male and 954 are female.
Its first appointed chairman was AGAPITO PANALIGAN in 1965. He was succeeded by JOSE ASILO in 1970. In 1982, NILO PANALIGAN became the first elected Barangay Captain and was elected member of the Sangguniang Bayan during his term. CORAZON NAVARRO appointed as the OIC. She was replaced by ISMAEL MADRID as Punong Barangay in the election held in 1989 when he got the highest votes as Kagawad (no candidates for Punong Barangay during that time). In the 1994 election, JOSE ASILO and JOJO NG lost to ISMAEL MADRID. He again won in the 1997 barangay election against DINA BUÑAG and ROSALIO VILLARBA, JR. In the 2002 barangay election, ISMAEL MADRID won against JOJO NG and LORENZO LOPEZ. Among the notable projects during his term were: Multi-Purpose Hall, Day Care Center, Mini Library, Roadway concreting and Open Canal construction. On the election held in October 29, 2007, NORMAN J. JACINTO won and got the highest votes against his opponents for Punong Barangay namely: ALFONSO REGENCIA, MANFREDO LUMALANG, ERNAN SIGUE, ROMEO VITTO and MARLON PASCUA. He sits as the incumbent Punong Barangay.

Barangay Health Station ang Barangay Health Station ng Zone II ay matatagpuan sa kaliwang bahagi ng Barangay Hall. Dito ginagawa ang pagbabakuna at pagtitimbang ng mga bata gayon din ang pag check-up sa mga nanay na buntis. Sa pamamagitan ng pagpupulong ng mga Barangay Health Worker at Barangay Nutrition Scholar sa pamumuno ng Chairman on Health and Sanitation. Ang buwanang pagpupulong ng Barangay Nutrition Committee ay dito din dinaraos sa pangunguna ng Barangay Captain.
Barangay Day Care Center Ito ay nasa gitnang ibabang bahagi ng Barangay Hall ng Zone II. Dito nag-aaral ang mga batang may edad 3-5 taong gulang. Si Madam Raquel Salazar ang Day Care Worker dito.
Session Hall ito ay nakalokasyon sa bahaging itaas ng Barangay Hall ng Zone II. Dito ginaganap ang pangkaraniwang pagpupulong at natatanging pagpupulong ng Sangguniang Barangay.
Bagsakan Center Ang Bagsakan Center ay nasa Bonifacio Exit. Dito dinadala ang mga kalakal buhat sa ibat-ibang bayan.
Barangay Development Programs is an infrastructure focused development program between proponent and beneficiaries. The goal is to achieve the progress among other Barangays anf become one of the model Barangay in the Municipality of Pinamalayan.

Barangay Zone II has a total population f 2,463 according to 2015 Record of Barangay Inhabitant (RBI), with the total household of 626 and total families of 671. Total No. of Female are 1,367 and 1,096 of Male. The No. of Labor Force is 438 and No. of Unemployed is 438. The population total registered voters of almost 1,355.

It is in the heart of Poblacion. The Barangay is bounded by Barangay Wawa on the northeast, Barangay Marfrancisco on the South, Barangay Zone IV and Cacawan on the Northwest, Barangay Zone III on the Southwest and Barangay Zone I on the Southeast. Zone II covers a total taxable area of 17.2999 hectares of land. It is divided into four (4) Sitios: Boulivard, Remerco, Centro and Balete Drive. The barangay has two (2) High School both are private, one is EMITS and the other one is IHMA. It is in this Barangay where the Municipal Public Market and Parish Church is located. Barangay Zone II is 100% land form plain, it is 69 km away from the Provincial and 1 km away from the National Road. It has 23.7792 hectares of total land area.
